The State Intellectual Property Office recently issued the 2013 White Paper on China Intellectual Property Protection. According to the White Paper, the China’s government insisted on implementing deep-level national IP strategy in 2013, enhanced the extent of IP protection, made significant progress in various perspectives such as the establishment of IP protection system, registration and examination, law enforcement, propaganda and education, and international cooperation.
In 2013, the quantities of patent application increased rapidly. The annual figures on patent application raised up to 2377 thousand cases, increase by 15.9% compared to last year. Among all applications, utility patent took up 825 thousand cases, increase by 26.3% compared to last year. The quality of patent examination significantly improved.
The annual figures of patent examination amounted to 355 thousand cases, increase by 3.1% compared to last year. The international patent application based on PCT raise up to 22.924 thousand cases annually, increase by 15% compared to last year. Trademark registration kept on enhancing, and the copyright registration remained steady.
In 2013, administrative agencies put 262 thousand infringement and counterfeit cases on file nationwide, moved 4550 cases to judicial process, confiscated 5441 criminal base; nationwide police departments put 55 thousand infringement and counterfeit cases on file nationwide, arrested 59 thousand criminals; the National Procuratorate issued 9161 arresting orders on 14 thousand criminals, prosecuted 14 thousand infringement and counterfeit cases as well as 23 thousand criminals; People’s Court adjudicated 12 thousand infringement and counterfeit criminal cases with valid adjudication on 17 thousand criminals.
